I don't recognize the barcode. However, it "appears" to be a simple binary code, with each "row" of bars representing a byte, and each "bar" representing a bit.
If this is the case, I "read" the bar code as
FF183A68136749CE9130DB
There must be some additional encoding that is taking place...

? Is this the same source that generated the image displayed above?
The appearance of this format reminds me of punch-cards. I would guess that this format was originally designed to be read by four individual optical sensors/ as the label was moved by the reader (in an assembly line, perhaps.)
Is this image from a barcode that you are generating? ANY additional information (Usage, program name, executeable app name, DLL's, etc.) would be helpful in identifying the symbology.
