I created an Access report with a textbox control which has a font of 3 of 9 (free download). It prints to a Dymo thermal printer. When I try to scan the printed bar code, it will not scan

Use a laser printer to print.

Or you can use Morovia Barcode ActiveX (http://www.morovia.com/activex/barcode-lite.asp) which optimizes its drawings on low-resolution printers.
